How many degrees away from an angle must a planet be to stop feeling its effects? And is this applicable to all planets?

Good question, can't imagine how you haven't had a response.
The answer is: it depends. You can't get too fussy about this.
As in a natal chart reading, planets stretch and squeeze depending on the house, sign and angle they're in. You have to eyeball the thing. Jupiter in Pisces is big, magnanimous and sloppy. Jupiter in Virgo, not such a wide orb. Sun and Moon general have a wider orb. The Midheaven and Ascendant also have a wider orb than the IC or the 7th House cusp.
There are astrologers who like 'tight orbs'. In predictive and timing work, I am one of them. And there are astrologers who like to give natal planetary aspects the benefit of the doubt - it you want to expand your personal range of talents and insights, why not give the Sun an rb of twelve degrees for a trine or opposition? I am one of these, also.

Oops, we got posted prematurely! In Astro*Carto*Graphy, you'd want to cast an eye over the whole map first. It's a graph, after all. Choose the spot you want to study. Then make a relocated chart especially for that city. Look at the thing. If you don't love it, and need to tweak it, choose another town. Eyeball that new chart. And watch out for Pluto...it is measured differently, in Right Ascension, in Astro*Carto*Graphy, and in Celestial Longitude (our ephemeris) when it shows up on your self-made relocated chart. Both are valid - and both are problematic. Hope this helps - a bit.
